We undertake to put an end to the twenty-year hypocrisy and abuse of the politically persecuted. We will work with them to close the open wound of their uncompensated suffering with dignity. Our new compensation scheme for the politically persecuted will expand the group of beneficiaries and implement a progressive reward, depending on the years of imprisonment and the current age of the former persecuted. There will be a transparent assessment of obligations to the former persecuted. Our public and social policies will respect the status of the Formerly Persecuted. All public services for the formerly persecuted will be covered by the state. We will establish a European institution of historical memory that will document and make accessible to the public the history of persecution under the communist regime.
